Shoalhaven City Council’s Local Emergency Management Officer (LEMO), Kim White, has been named Winner of the Alternative Pathways Award in the 2020 Ministers’ Awards for Women in Local Government. 

The Alternative Pathways Award recognises a female staff member who is breaking down gender stereotypes and making an important contribution to their local council and community’s overall success.  

Shoalhaven City Council’s Mayor Amanda Findley said, “In a traditionally male-dominated role, Kim has delivered reliable and sound management of local emergency planning, preparation and response to Shoalhaven emergency situations since 2010. With a 28-year career in local government, Kim is a valued member of the team at Shoalhaven City Council.” 

“Kim is known throughout the organisation for her big heart and outstanding work ethic and is highly regarded by local emergency agencies for her dedication to her position,” she said. 

“Kim has helped the Shoalhaven lead the way in best practice emergency management, shaping Shoalhaven emergency planning and response. Her role as LEMO is essential in Shoalhaven City’s preparedness for and response to an emergency,” said Clr Findley. 

“This has never been more apparent than during the recent 74-day fire event experienced in NSW that began on 26 November 2019. The Currowan fire claimed three lives, damaged houses and infrastructure and burnt through over 80% of the Shoalhaven, totalling some 4567 square kilometres,” she said. 

“As LEMO, Kim worked quickly to stand up the Local Emergency Operations Centre (EOC) and played an instrumental role in setting up the EMPLAN and the format of the Centre which is widely known in the industry as best practice in local emergency management. It is a credit to Kim, the Rural Fire Service and the emergency agencies involved that there wasn’t further loss of life and damage to townships and villages,” said Clr Findley. 

“Kim worked in the EOC throughout the emergency period, supporting the Local Emergency Operations Controller (LEOCON) in their duties, providing assistance to emergency agencies and keeping up to date with the latest developments as they happened. Kim was working through this disaster as her own house was under direct threat of the fire,” she said. 

“After 74 days, the EOC was shut down with the immediate threat of bushfire over. The closure only lasted a few days with the Centre reopening due to a major rain event, with parts of the Shoalhaven being inundated with rain and causing flooding of low-lying areas. Kim moved swiftly again, assisting the SES to get agencies and processes in place to assist in the coordination of the local government response to the weather event, again whilst personally facing direct threat of floods,” said Clr Findley. 

As well as the recent Currowan Fire (2019/2020), Kim’s experience and expertise has assisted Shoalhaven residents throughout the Kingiman Fire (2018), Deans Gap Fire (2013) and the Shoalhaven Floods (2015). 

Kim’s award is just one of six awards that acknowledge the contributions of inspirational women in NSW councils whose dedication and commitment contribute so much to their local council and community’s overall success.

Shoalhaven Community Wanted for Coastal and Flood Committees - Shoalhaven City Council - Media Release

Shoalhaven City Council are forming Coastal Management Program Advisory Committees, and Floodplain Risk Advisory Committees, for North, Central and Southern areas of Shoalhaven.

Applications for Expressions of Interest close 2 September. If you are interested in being involved, we urge you to apply.

Kelie Clarke, Section Manager of Environmental Services at Shoalhaven says, “The Coastal Management Program Advisory Committees will contribute to the development and implementation of coastal management plans and will meet on an as-needs basis.”

Kelie Clarke, Section Manager of Environmental Services at Shoalhaven says: “The Floodplain Risk Management Committees help Council manage flood risks across the city and assist develop Council’s Floodplain Risk Management Plans as outlined in the NSW Floodplain Development Manual guidelines.”

The Committees provide a forum to contribute ideas, professional expertise, experience, and local knowledge to assist Council in formulating and implementing a Floodplain Risk Management Plan, and Coastal Management Plans.

Shoalhaven Heads Rural Fire Station Extension Officially Open - Shoalhaven City Council - Media Release

Shoalhaven City Council Mayor, Amanda Findley and Member for Kiama, Gareth Ward MP, joined NSW RFS Assistant Commissioner Jason Heffernan, Shoalhaven RFS District Manager Superintendent, Mark Williams, and Shoalhaven Heads RFS Captain, Steve Thomson, to officially open the Shoalhaven Heads Rural Fire Station extension today. 

The extension provides more modern amenities including expanded training facilities that will be used by surrounding brigades and communities as well as the Shoalhaven Heads Rural Fire Service (RFS) brigade. 

Shoalhaven City Council Mayor, Amanda Findley said, “This extension will enable the local brigade to continue to grow its capability which is important for the Shoalhaven region. 

“Our community deeply respects our emergency services – particularly our dedicated and hardworking Rural Fire Service volunteers. They have done an outstanding job keeping our community safe, especially during the fires last season. 

“It is important that we continue to invest in our local RFS stations to support our incredible volunteers and the communities they protect. This is an increasingly popular area in the holiday season, this upgrade will help keep Shoalhaven Heads and surrounding communities safe into the future,” she said 

“Last time I visited Shoalhaven Heads RFS was on 28 February when the old building had been gutted to make way for the new. It’s fantastic to see how quickly the project has come together and I am sure the brigade are very happy to be returned to their home base prior to this year’s fire season commencement,” said Clr Findley. 

The extension includes new locker rooms, an extra substantial up-sized truck bay, a new kitchen, new bathrooms and an outdoor area for firefighters to relax after a fire or incident or for training events. 

The extension has been funded by a $1 million NSW State Government Grant and works have been completed by local contractor Edwards Constructions using a high number of local sub-contractors.

Sod Turning to Begin First Construction Stage of the Far North Collector Road Project - Shoalhaven City Council - Media Release

Shoalhaven City Council's Mayor Amanda Findley turned the first sod today to begin construction of the Far North Collector Road Project which will eventually link North Nowra with Moss Vale Road, Cambewarra.   

The roundabout at Illaroo Rd, North Nowra and West Cambewarra Road, Bangalee is the first construction stage of the Far North Collector Road Network Project with the roundabout expected to be completed by December 2020. 

Shoalhaven City Council Mayor Amanda Findley thanked the Federal Government for the 13.8 million dollar grant towards the project. 

"The Far North Collector Road Network provides an important first stage solution to alleviate the traffic congestion on Illaroo Road by providing traffic with an alternate access point to North Nowra," said Clr Findley. 

"The road will have numerous benefits including reduced travel time, reduced traffic noise on Illaroo Road, better emergency response times with improved traffic conditions and reduced emissions pollution," she said. 

The design/construction of the Network is expected to generate an estimated 50 jobs with the entire road expected to be complete by December 2022.

Plenary Council 2020 - Update - Deferred until 2022 - Due to COVID-19

The postponement of the Plenary Council assemblies by 12 months has been both a blessing and a challenge. One of the blessings has been the additional time to consider how we can be a Christ-centred Church in Australia with a clearer understanding of how COVID-19 is changing the country and the Church.

Archbishop Timothy Costelloe has taken the opportunity to invite people to better understand the practice of discernment. He's done that through a new paper, titled "A Journey of Discernment", which he introduces in a video below.

The People of God in Australia have also been invited to read a new report on Church governance and management, which fulfils one of the recommendations of the Royal Commission into child sexual abuse. The Plenary Council will likely consider some of the dozens of recommendations, while others are more suited to diocesan or parish implementation.

Joining the Facilitation Team and the Plenary Council journey

It is just on two months since I joined the Plenary Council Facilitation Team. I’ve spent considerable time reading your responses to the listening, dialogue and discernment process, reflecting on the six Thematic Discernment Papers released on Pentecost Sunday and responding to the emails you have continued to send to the Plenary Council. It's been such a privilege to "sit with" all that is dear to the heart of Australian Catholics and all that you long for from this renewal journey of our faith community. 

I’ve also appreciated the welcome I have received from Peter Gates and Olivia Lee and enjoyed working with them in updating the milestones journey poster. We grappled with the task of rearranging meetings, now that we have the two assembly dates in place for October 2021 and July 2022, at the same time very mindful of the impact COVID-19 continues to have on our daily lives. No doubt you will appreciate it is rather difficult to forecast when we might once again have any meetings face to face, so while we continue to cope with this coronavirus environment, we shall be meeting via Zoom. Perhaps this will continue to be a part of our "new normal" of engaging with each other.

During the past two months the Team has also worked together to prepare a guide for your use as a resource in reflecting on the six Thematic Discernment Papers. I really encourage you to see how you might use this guide in your local Church community and then, if you choose, send in your responses to the Facilitation Team. I also encourage you to take the time to read the paper and watch the video by Archbishop Timothy Costelloe on the Journey of Discernment introduced below. As Archbishop Costelloe says, “the discernment process is the heart of the Plenary Council journey".

This month we celebrated the feast day of Mary MacKillop, patron of the Plenary Council. Mary was no stranger to coping with the challenges of life’s circumstances. Even during times of enormous suffering, she trusted in the loving providence of God. I have no doubt she would be encouraging us to do the same.

The virtues of synodality

From Fr Rush's paper entitled "Plenary Council Participation and Reception: Synodality and Discerning the Sensus Fidelium"

Our Plenary Council will be effective only if we embrace what I call "a spirituality of synodality". Institutional structures such as plenary councils require particular spiritual dispositions on the part of all, if a synodal Church is to be realised. Vatican II spoke of "a collegial spirit (affectus collegialis)" among the college of bishops (Lumen Gentium 23).

In the end, synodality will only be fully realised when a genuine “synodal spirit” pervades all levels of the Catholic Church, from the single baptised Catholic to the pope. In his greeting to the bishops at the start of the 2014 synod [on the family], Pope Francis spoke of a "general and basic condition" for genuine synodality: the freedom to speak honestly. "It is necessary to say with parrhesia (boldness) all that one feels."

However, this must be accompanied, he said, by another condition: listening with humility and with an open heart to what others say with honesty, what he calls "the gift of listening."

"Synodality is exercised with these two approaches." We could call them "synodal virtues".

A Journey of Discernment

In light of the postponement of the Plenary Council assemblies by 12 months, Plenary Council president Archbishop Timothy Costelloe SDB is encouraging people across Australia to reflect more deeply on the practice of discernment.

In his paper, entitled "A Journey of Discernment", Archbishop Costelloe begins by examining the genesis of the Plenary Council, retraces the journey so far and offers insights into the period leading up to the assemblies in 2021 and 2022, as well as the implementation phase beyond.

In the paper, which was published today on the Plenary Council website, Archbishop Costelloe explains the "three fundamental fidelities which need to always be in play, much like a juggler needs to keep three balls in the air and not allow one of them to fall to the ground".

"Those three fidelities are: fidelity to God’s self-revelation in Jesus Christ, made known to us in the Scriptures, and pre-eminently in the four canonical gospels, as those Scriptures are lived and believed in within the community of faith; fidelity to the ongoing presence and guidance of the Holy Spirit in the Church over the last 2,000 years in fulfilment of the promise of Jesus that the Holy Spirit would lead the disciples into the fullness of the truth (cf John 16:13); and fidelity to the presence of the Holy Spirit in the life of the Church, and the world, today, speaking to us in the signs of the times (the concrete circumstances of our individual and communal experience) as they are interpreted in the light of the gospel (Gaudium et Spes 4)."

Help for Flood Affected in Bushfire Impacted Areas - Shoalhaven City Council - Media Release

Shoalhaven City Council has partnered with 'GIVIT' to ensure those impacted by the recent floods in bushfire impacted areas obtain the essential items and services they need.

GIVIT - Goods For Good Causes is an online, not-for-profit that coordinates the distribution of quality donated goods and services by connecting and inspiring an online network of givers.

Mayor Amanda Findley said, “Our hearts go out to those who have endured the fires and are now dealing with floodwaters and further damage to their properties.

“Council has been contacted by numerous people who want to help those impacted by the recent flooding. GIVIT is a great way to for those in need to access items and services that have been donated,” said Clr Findley.

Donated items such as tarps, tents, bedding, fans, dehumidifiers, and more can be accessed by logging details on the GIVIT website. To access donated support through GIVIT, you must first connect with a support organisation that is able to assess your needs. To find support organisations in your area that are already registered to use GIVIT, please go to givit.org.au/need-help/individuals.

If you have been impacted by the floods and are seeking assistance, please call Council's Recovery Hotline on 02 4429 5888. 

If you were directly impacted by the bushfires or floods, and need financial assistance, you can apply for a payment from the Shoalhaven City Council’s Mayor's Relief Fund by completing the application form available on Council’s website. Applications will be considered on a needs basis until the funds run out. 

Shoalhaven residents who are eligible for assistance from the Shoalhaven Mayor’s Relief Fund include full-time residents in the Shoalhaven (including renters), and whose home, infrastructure or outbuildings have been damaged or destroyed and tradespeople, including apprentices, who have had vehicles, equipment or tools damaged or destroyed.  

If you would like to donate, access the Shoalhaven City Council’s Mayor’s Relief Fund online through the Give Now website, or by EFT via Shoalhaven City Council.

John Fisher is one of 13 people who recently received a generator through GIVIT, following the fire damage to his property in Illaroo on 4 January.

Blacktown City Art Prize Entrants Are Open....

 


Entries for the 2020 Blacktown City Art Prize are now open!

 

The Blacktown City Art Prize is a much loved open-themed award and exhibition which celebrates its 25th year in 2020. Artists across Australia are invited to submit work for the prize, which culminates in an exhibition of the finalists’ work at The Leo Kelly Blacktown Arts Centre.

A total prize pool of $20,000 is on offer across four categories:

  • Blacktown City Art Prize: $15,000
  • Aboriginal Artist Prize: $2,000
  • Local Artist Prize: $2,000
  • People’s Choice Prize: $1,000
 
Finalists in the Prize will be exhibited at The Leo Kelly Blacktown Arts Centre from Saturday 28 November 2020 – Thursday 28 January 2021.
 
The work awarded the Blacktown City Art Prize will be acquired for the Blacktown City Art Collection. All other artworks in the exhibition will be available to buy in person or online via the Blacktown Arts website for the duration of the exhibition.

Entries close at 5 pm on Tuesday 6 October 2020.

This Wednesday, 26 August Shoalhaven City Council will host a series of Recovery into Readiness Community meetings, to help protect and prepare Shoalhaven communities for the next emergency and fire season.

Open to all residents and ratepayers, the meetings will address important matters to consider in readiness for the next emergency and fire season.

The panel will be made up of emergency management experts, including representatives from the Rural Fire Service, NSW Police and Council.

The format for the virtual meetings, all held on Wednesday, 26 August 2020 are as follows:
