Point to Point Transport Use survey

IPART has released its annual survey of Point to Point Transport use

Since 2012 IPART has regularly surveyed residents of Sydney, other urban areas, and the rest of NSW about their use and perceptions of taxis and other forms of point to point transport.

In 2025 we found that taxi usage has declined while satisfaction has declined for both rideshare and taxis, even as reported average fares were lower for both.

The results show 48% of respondents reported using rideshare in the previous six months, compared to 39% for taxis. Rideshare was used more often than taxis in all areas of the state except regional areas, while booked taxi services were used more often than rank and hail services throughout the state.

Aquacell Pty Ltd has a scheme approval under the WIC Act

Orchard Hills scheme - Now approved and commenced

The Orchard Hills scheme application submitted by Aquacell Pty Ltd under the Water Industry Competition Act 2006 (NSW) has now been determined. The Tribunal approved the scheme, with the scheme approval taking effect on 2 February 2026.

As outlined in our original application consultation email, the scheme allows Aquacell to construct and operate an on-site sewage management plant to treat wastewater and supply recycled water to businesses across the Alspec Industrial Business Park in the Penrith City Council area.

Thank you to everyone who provided feedback during the submission period. Your comments were considered in our assessment process.

We surveyed Central Coast Council’s customers about how satisfied they are with their water services and compared the results with similar Victorian water utilities. Over time, measuring and reporting on customer satisfaction can help drive improvement in performance, in line with customer preferences, through ‘competition by comparison’.

IPART sets maximum prices for Greater Sydney water users

We have published our Final Reports

IPART has released its final decisions on how much Sydney Water and WaterNSW can charge for water and related services in the Greater Sydney region from 1 October 2025.

Under our decisions, a typical household’s yearly Sydney Water bill for water and wastewater services would increase by 13.8% or $168 in 2025-26 including inflation, and then by around 5.1% or $77 each year plus inflation until 2030.

The maximum prices we have set provide Sydney Water and WaterNSW with an average of $548 million and $36 million respectively in extra revenue each year to deliver safe and reliable services for customers throughout Greater Sydney. This allows service capacity to keep pace with Sydney’s growth, meet community expectations on social and environmental performance and deliver value to customers. It also means customers will pay only for Sydney Water’s costs we consider to be efficient in delivering its services.

We thank all stakeholders for their time and effort taken in providing their views on Sydney Water and WaterNSW’s prices. We considered all feedback from stakeholders in making our final decisions and recommendations.

IPART is reviewing the fees that Electronic Lodgment Network Operators (ELNOs) can charge for eConveyancing services.

We have been asked to investigate and make recommendations on whether these fees should continue to be regulated, and if so, how and when, and how they should be adjusted and reviewed over time.

We’re inviting stakeholders to provide input on the key issues and information we should consider in this review.

Sydney Airport

As part of our 2025 taxi fare review follow-up, IPART staff and volunteers surveyed passengers at Sydney Airport about their taxi and rideshare experiences.

Using QR-coded cards, we asked travellers about wait times, fares, journey details and satisfaction — gathering over 260 responses in the first week.

This baseline data will help us understand how the systems are working and inform any future reviews, including a possible trial of fixed fares from the airport to the CBD.
