Aquacell Pty Ltd has a scheme approval under the WIC Act Orchard Hills scheme - Now approved and commenced The Orchard Hills scheme application submitted by Aquacell Pty Ltd under the Water Industry Competition Act 2006 (NSW) has now been determined. The Tribunal approved the scheme, with the scheme approval taking effect on 2 February 2026. As outlined in our original application consultation email, the scheme allows Aquacell to construct and operate an on-site sewage management plant to treat wastewater and supply recycled water to businesses across the Alspec Industrial Business Park in the Penrith City Council area.
